GUAM is USA, why is it still restricted?

My mother-in-law lives in Guam, U.S.A. She watches dramas more than us here in the mainland. We just upgraded to Plus for her, so she can watch Kocowa shows, but when she tried to access it and it's still restricted! Ridiculous and frustrating because Guam is a US territory. We don't even pay long distance charges when we call there! Wondering if there are plans to change this because it really makes us want to unsubscribe completely.

    Sometimes we’re not able to acquire a global license. This means we’re only able to show certain shows in select regions or countries. In some cases, another company may have exclusive rights to certain countries for a certain period of time, after which we do our best to get these shows.

    When possible, our goal is to secure global licenses, because fans are everywhere. For more info on the licensing process, as well as regional licensing, please check out this blog post written by our CEO.
