App Dashboard redirects to viki.com

Hi there,

I'm trying to access the Viki API as described in the documentation for v4, but when I go to register an app I'm getting redirected to viki.com instead of being brought to the Dashboard. I saw another comment that stated API access was restricted to "official" developers and was wondering what that meant and how I could become one.
